I think, based on his Goron-like but also Hylian-like appearance, combined with the presence of both the Goron symbol and hair, that he is a result of Goron evolution, like the Rito and Koroks of The Wind Waker being evolved Zoras and Kokiri respectively. I think, based on his Goron-like but also Hylian-like appearance, combined with the presence of both the Goron symbol and hair, that he is a result of Goron evolution, like the Rito and Koroks of The Wind Waker being evolved Zoras and Kokiri respectively.
