The Light Arrow gives you're bow the Power of Light. Howerver, each arrow will use Magic Energy.
In Ocarina of Time, Zelda will enthrust you with the Light Arrows in the Temple of Time They are needed to defeat the King of Evil, Ganon.
In Majora's Mask, they are found in Stone Tower Temple. They are basically an "arrow power up" per say.
In The Wind Waker, Link find them in Ganon's Tower by fighting Phantom Ganon. They are also used to defeat Ganon.
