I think he is just there for laughs, I can't imagine that he has a letter to deliver in there. You never know though, maybe there is an arbitrary place in the room that leads you to a secret treasure??? I sincerely doubt it though, Nintendo just likes to make you think about things that are irrelevant. That is how their games get their replay value.
