Penn is first encountered at [[Lookout Landing]] after activating [[Lookout Landing Skyview Tower|its Skyview Tower]], where he congratulates {{Term|TotK|Link|link}} for being the first person to use a [[Skyview Tower]]. He informs him that he is a reporter for the [[Lucky Clover Gazette]], writing a story on this event, before returning.

Penn is next found the headquarters for the Lucky Clover Gazette, the site of the former {{Term|TotK|Rito Stable|link}}. Link can talk to {{Term|TotK|Traysi|link}}, who will pair them up to investigate the rumored sightings of {{Term|TotK|Zelda|link|display=Princess Zelda}}, though she keeps his identity a secret from him. This begins the [[Potential Princess Sightings!]] {{Term|TotK|Side Adventure|link}}, which consists of the following {{Plural|TotK|Side Quest|link}} activated by meeting Penn at each {{Term|TotK|Stable|link}}:
