::::I'm not sure if this really changes anything, but I just want to point out that in the Japanese version of A Link to the Past, both the dungeons and locations had identical names. The Thieves' Town and Village of Outcasts are both simply called Village of Rogues in the Japanese version, while Skull Woods and Skeleton Forest are both alternate translations of the same thing (Skull Woods being the accurate one). Misery Mire and Swamp of Evil is another example, both the dungeon and the location are known as the Devil's Swamp in the Japanese game.
::::So my basic point is that Thieves' Town in ALBW is intended to have the same name as the Village of Outcasts, much like the Misery Mire is intended to have the same name as the Swamp of Evil. That's why the locations appear to be named after the old dungeons, rather than the old locations.
