When facing Smog, he will break up into several smaller clouds. Use the Cane of Somaria to alter the paths of the clouds, causing them to run into each other. Once all of the clouds have collided, Smog will be made whole again. Attack him, while avoiding his lightning attack, until he breaks up again. After repeating this several times, Smog will be defeated.

This monster was, like the others, willing to fight, but it was far more interested in playing games with him, dividing himself up into two or three pieces then attacking him while he tried to recombine the pieces. By using the Cane of Somaria to manipulate Smog's path, as well as pushing various other blocks around that Smog had created, he was able to forcibly recombine him, attacking him until he discombined then repeating the pattern. Eventually, Smog succumbed to his wounds, leaving Link victorious once again.
