Because there is a notice on the bottom of the disk case that says: "Not For Resale". I found out that it's illegal to buy, but stores like Game Stop could care less about that and sell it anyway. :The "Not For Resale" label means one thing and one thing only. GameStop (or whatever store you've got) canNOT remove a "Not For Resale" game from its bundle and sell it separately. They MUST sell it with its bundle. However, if someone were to bring a copy on the game alone into the store, the store IS allowed to take it and resell it, because they didn't remove it from the bundle: it came without the bundle.
