Upon doing so, they find the Mirror of Twilight broken, with only a single shard remaining. Midna explains how the mirror allows people from the light world and denizens of the Twilight Realm to pass freely between both worlds. It was originally created by the gods to send the world's most evil and wicked villains to the Twilight Realm, a prison where none could escape. This is where they also learn about another evil villain, one who was unable to be contained and escaped the grasp of the ancient sages. A man of the Gerudo Tribe by the name of Ganondorf.
When Link arrives at the Chamber, however, only the Goddess Statue resides within, with no indication of the Mirror of Twilight or the large, black monolith that had chained Ganondorf in the past. After using the Spinner at the apex of the Goddess Statue, the statue itself dips into the sand, raising not only the black stone, but the Mirror of Twilight itself, shattered as it may be. The Mirror Chamber is, at this point, revealed to not only be the home of the Sages, but the portal to the entire Twilight Realm from Hyrule, through use of the Mirror of Twilight and the large, black stone.

The five sages appear and describe how the broken mirror is the evil work of the evil one known as Zant. From this point, Link and Midna begin a new quest in order to retrieve three missing mirror shards to repair the mirror.
Link must return to the Mirror Chamber towards the end of his journey to not only repair the Mirror of Twilight with the Mirror Shards he has amassed from several Hyrulean temples, but to face Zant in the Twilight Realm, the one who is used as a stepping stone to reach Ganondorf himself.

Upon returning with the three missing shards, Link and Midna repair the mirror. Midna tells a short, but upsetting tale of how she was trying to use Link to help return her world, the Twilight Realm, to order. It was a peaceful place until Zant overthrew Midna, the Twilight Princess, and claimed the throne as his. From this point, Link begins his journey into the Twilight Realm once more. The mirror takes him to an area of the realm he has never been to before. It is also here that the eighth dungeon, the Palace of Twilight, lies, and where Link must put an end to the evil emperor Zant.

The rising of the Goddess Statue in the Mirror Chamber atop the Arbiter's Grounds
The Mirror of Twilight condemning Ganondorf to the Twilight Realm within the Mirror Chamber

The Mirror Chamber is an ancient, open-air atrium located above the Arbiter's Grounds that houses not only the Sages, but the Mirror of Twilight and the entrance to the Twilight Realm in Twilight Princess. Link cannot gain access to the Mirror Chamber until after he defeats Stallord, the dungeon's boss.

The Mirror Chamber resembles the Roman Colisseum in structure, and boasts six, great equidistant spires that serve as symbolic insignias of the Sages that oversee the chamber; one of the spire tops is shattered, symbolizing the death of the Water Sage at the hands of Ganondorf, at his pre-Twilight Princess trial, which took place within the Mirror Chamber itself. At the will of the sages, Ganondorf, who was able to bust out of his sage-given shackles using the Triforce of Power, was committed to the Twilight Realm via the Mirror of Twilight, located at the rear of the chamber.
