In Majora's Mask, after Link defeats Goht in Snowhead Temple, he becomes eligible as a participant of the Goron racing circuit.

To gain access to the racing grounds, you will first need to buy a Goron powder keg and blow up the huge boulder blocking your way. The entrance is located on the top of the hill beside the pond.
