The "" is a recurring Song in Series.

This is learned by Adult Link from the windmill man in Ocarina of Time called Guru Guru. It can make it rain when the song is played, reveal secret grottoes, water bean sprouts to produce fairies, and can also empty the well in Kakariko Village. The song has some disadvantages, though: it happens to speed up windmills dramatically.
Learning Location and Uses
-
The "Song of Storms" is taught to Adult Link by the Phonogram Man inside the Kakariko Windmill in OoT. When played, it can summon rain, reveal secret grottoes, and water Magic Bean sprouts to produce Fairies. In several areas throughout Hyrule, if Navi turns green, Link can play the "Song of Storms" to summon a wingless Fairy which restores Hearts and the Magic Meter. If Link plays the "Song of Storms" inside the Kakariko Windmill as a child, it will speed up the windmill dramatically, causing the well to drain and open the access to the Bottom of the Well.

Though the song in Ocarina of Time poses a great paradox and confusion to fans (as it is Link as a child who supposedly teaches Guru-Guru, who then teaches it to Link as an adult), its origins are explained in The Legend of Zelda: Majora's Mask (or, at least, the origin of it in Termina).  The Song of Storms was a song composed by the Composer Brothers of the Ikana Canyon, specifically by Flat.  When Link found Flat's crypt in the Ikana Graveyard, Flat taught it to him; it represented his sadness of losing Sharp, the other Composer Brother, to the devil (Majora), and his anger for Sharp's betrayal.  The song has the power to turn evil into good--Link cured Sharp by playing it for him.  It also revived the Ikana River.
The song can also be played to the Fabulous Five Froggish Tenors in Zora's River to obtain a Piece of Heart.

In Oracle of Seasons the Song of Storms is the background music for the area around the windmill, east of the village in the Eastern Suburbs.
-
The "Song of Storms" was a song composed by the Composer Brothers of the Ikana Canyon in MM. When Link finds Flat's crypt beneath the Ikana Graveyard, he teaches the song to him. It represents his sadness of losing his brother Sharp and his anger for his betrayal. If Link plays the song to Sharp in the Spring Water Cave, he will revive the Ikana River.

Appearances
Playing the "Song of Storms" after getting cursed by a Blue Bubble immediately dispels the curse.
*The Legend of Zelda: Ocarina of Time (taught by Guru-Guru in the Kakariko Windmill; also the Windmill's background music)
*The Legend of Zelda: Majora's Mask (taught by Flat beneath the Ikana Graveyard; also played by Guru-Guru)
*The Legend of Zelda: Oracle of Seasons (background music of one area of the Eastern Suburbs)

Music Theory
The "Song of Storms" is in triple time and features a 4-bar intro. The rest of the piece is 7 bars long and looped ad infinitum, with the last bar of the 8-bar melodic phrase overlapping with the first bar of the intro. Even though the piece is only 11 bars long, it uses two different sets of instrumentation to add variety. The first set primarily uses an organ for the melody, while the second set uses an accordion and glockenspiel or celeste. Harmonically, the piece is set in D Dorian with a brief use of B-flat Major.

Trivia
*Link's experience with the "Song of Storms" is known as a bootstrap paradox. The Windmill Man teaches adult Link the song because of his fury at the damage young Link brought by playing it. After traveling back in time, young Link uses that knowledge to cause the damage that led to the Windmill Man's fury. Therefore, Link could not have learned the song if he had not gone on to play it to the Windmill Man's in the past.
*The opening section of the "Song of Storms" resembles the opening section of the Fortress/Castle theme from Super Mario World 2: Yoshi's Island.
