Regarding the lock

I'm just a bit curious as to why the page was locked. It's apparently being protected so that it can be reviewed by a third-party at a later time, although I don't quite understand what that reason is. Several other key characters in Breath of the Wild are unlocked and available for members to edit. Why is King Rhoam in particular locked while others are not. I ask because me and other users would like to add more photos to his gallery, but leaving them on the talk page to be included doesn't seem to be working.
