The '''ー''' showing that the '''A''' in バ is a long one and thus pronounced using /ɑː/. However, you could maybe argue about the '''ah''' at the end of vol-VU-gee-ah. All vocals in japanese are usually short unless otherwise declared and so the ア at the end would be short as well giving us vol-VU-gee-U (/vɒl ˈvʌ dʒiː ʌː/).
