I am pretty sure you can also use aarows and even bombs if you so desire to fight angler fish. I have always used arrows in the past. So I'm going to change the previous edits until it is proven wrong --Gambit8585
You're right, I forgot about bombs, he is vulnerable to them. But I'm not quite sure that you can use Arrows under water. I'll check that, and report in a few hours.

I checked, and you're right. In LA you can use all the weapons under water. It's Oracle series where you can't use anything but sword under water.

You can use arrows under water, but they only work against Angler Frys, not the Anger Fish itself. --Sean.Nickel
