The shovel did not appear in OoT, MM, TWW, & TP due to the mechanics of working a shovel in 3D. Phantom Hourglass is the first step towards this end. Dampé's use of the shovel was an extremely crude animation. There is a chance that in the next Wii Zelda game, slated for a 2009 release see [1], will feature a shovel.
