Daltus is the Minish Cap-era King of Hyrule. He is quite tall and obese, and wears a long red robe. He's rendered in the GBA's version of cel-shading, and thus he bears a striking resemblance to Daphnes Nohansen Hyrule. His voice also is similar to this character.
Later in the game he is imprisoned and impersonated by a shape-shifting Vaati. Vaati, as the King, then sends all of the soldiers to go and find the Light Force.
