::Started playing through Hero Mode, and the Chieftains stay with the Dark Forces at least in The Invasion Begins and the final Master Quest scenario, as special allies (meaning they are consistently visible on the WiiU pad). Considering the amount of script they have, I would honestly suggest just listing them as characters, as they seem to be Volga's top-rank vassals. 'course, I'm not sure how the first Gerudo Desert mission ties into it -- those might be separate Lizalfos, or something?
