The Drawing Commission is a group in Phantom Hourglass.[1] Once Link has helped the Man of Smiles and gotten the Hero's New Clothes from him, he will receive a Prize Postcard every time he helps him after that point. If Link puts one of the postcards in a Mailbox he will participate in a drawing contest and get a reply from the Drawing Commission after 12:00 a.m. from a postbox. He will either get a letter that says that he won or that he lost.[1][2] Normally, the hero would aim for winning the contest, but if Link wins, he will simply get congratulated without any physical prize.[3] But if he loses, he will get a consolation prize, which always is a Ship Part.
