Water Wheels are found solely in Stage 3 of Abyss of Agony, the third Level of the Riverside, where they are used as mechanisms that power moving platforms. Near the beginning of the Stage, the Links come to a Water Wheel near a wooden platform attached to a cable that travels horizontally along the cliff's face. When one of the Links wielding a Water Rod creates a pillar of water under one side of a Water Wheel, its upward force causes the wheel to turn in that direction for several seconds, carrying the other Links to another section of the cliff. A bit further up the Stage, another Water Wheel powers a Ferris wheel of platforms that carry the Links across a huge gap toward the Triforce Gateway. Each of these mechanisms has a second Water Wheel at the other end, allowing the Link(s) who rode the platform to send it back and retrieve the Link(s) who stayed behind.

Tears of the Kingdom

Water Wheels can be found within the Water Temple on Wellspring Island. As part of the "Sidon of the Zora" Main Quest, the Sage of Water tasks Link and Sidon with activating the four Water Wheels, which will fill their corresponding Water Vessels.[2] This can be done by activating Sidon's Power of Water and swinging a Weapon towards the Water Wheels, which causes them to start spinning.
