This is a dangerous form of Bokoblin. My analysis suggests it is many times stronger than a Red Bokoblin.

In Breath of the Wild, Blue Bokoblins are stronger a stronger variation of Bokoblins, as they have more health and wield stronger Bokoblin Gear and Weapons. They are more clever than regular Bokoblins, knowing to kick away Remote Bombs to avoid an explosion.[6] In Master Mode, they are the first type of Bokoblin encountered in Breath of the Wild.

Blue Bokoblins appear as Enemies in Tears of the Kingdom. They resemble their Breath of the Wild counterparts, but with longer, forked Horns. Some Blue Bokoblins wear Rock Armor, which protects them from damage. This Rock Armor displays a yellow health bar and can be broken with blunt Weapons and explosions.

In Age of Calamity, Blue Bokoblins appear as an upgrade to Bokoblins and just like their weaker counterparts, can act as standard troops and large Powerful Foes.
